CCM: Hunan's fluorochemical industry development to speed up 03-28-2016

In Jan. 2016, Hunan Province indicated that the proposal on accelerating the development of fluorochemical industry is being reviewed. With the rich fluorite resources and sound industrial park, it is foreseeable that Hunan's fluorochemical industry will soon flourish.


On 7 Jan., 2016, the General Office of the Standing Committee of Hunan People’s Congress unveiled the proposal on accelerating the fluorochemical industry development and indicated that they are currently reviewing it.


The proposal includes an in-depth analysis about the overall development of the fluorochemical industry in the province.


Hunan initiated the “Four Modernisations and Two Types” development strategy (Four Modernisations= new industrialisation, agricultural modernisation, new urbanisation and informatisation  ; Two Types=resource-saving and environmental-friendly) and the 12th Five-year Plan of Hunan Petrochemical Industry, both of which are well implemented. Particularly, Hunan attached high importance to the fluorite deep processing and fluorochemical industries. The fluorochemical industry is thus embracing fast development.


According to the proposal, it is essential to make full use of the rich fluorite resources in Chenzhou and Hengyang cities, speed up the construction of fluorochemical industrial park, and forge the complete industry chain from hydrogen fluoride to the high value-added fluorochemical products.


According to statistics, Hunan has about 41 million tonnes of fluorite (basic reserves), about 38% of the national figure. Of this, 90% is in Chenzhou and is open pit , easy for exploitation. Besides, the strong supply of the basic raw materials like sulphuric acid and aluminium hydroxide fuels the fluorochemical industry development.




Near to the big markets such as Guangdong and Southeast Asia, Hunan can penetrate into the whole world by taking Guangdong as a medium.


Supported by the Chenzhou municipal government, the local fluorochemical business cluster – Yizhang Fluorochemical Cycling Industrial Park:

 

Successfully brought in Sinochem Lantian Co., Ltd.

 

Established a company namely Yizhang Hongyuan Chemical Co., Ltd., together with Hunan Xinyuan Mining Co., Ltd., to carry out “mineralisation integration” construction: Phase I, investment totalling USD153.77 million (RMB1 billion), has been put into operation. Its products are mainly fluorite fine powder (210,000 t/a), anhydrous hydrogen fluoride (68,000 t/a), aluminium fluoride (dry process, 80,000 t/a), and inorganic fluoride salts (combined capacity: 11,000 t/a), such as , cryolite, potassium fluoborate and potassium fluotitanate.


Currently, Phase II, with an investment of USD55.97 million (RMB364 million), is being constructed to further extend into the downstream. Its portfolio spans difluoromethane (R32) and R410a (a 1:1 mixture of R32 and R125 – pentafluoroethane), capacity given at 20,000 t/a respectively.


With the expansion of the fluorochemical industry scale, the industrial park has passed the deliberations conducted by different government departments, and has successfully upgraded as the first provincial fluorochemical industrial park. So the time has come for Hunan to speed up its fluorochemical industry development and presumably get on the express way of development.

 
The domestic fluorochemical industry centre is moving from East China to Northwest China, as the high quality fluorite resources in East China is gradually drying up. Other fluorochemical enterprises in Hunan are estimated to gradually locate themselves in the industrial park to form an industry cluster, so as to rigorously develop the circular economy and complete the industry chain.


However, Hunan's fluorochemical industry is still at a mid-stage – medium capacity is being established, which is not favourable for the long-term development in the status quo that the low- and medium-marketed capacity is excess and the premium capacity is deficient in China.


Therefore, the local fluorochemical enterprises are expected to actively enhance the independent innovation, adopt high technology to develop high value-added fluorochemical products, and expand the industry chain.


Yet the government support is indispensable to the sound development of the industrial park. Specifically, it should:


1. Accelerate the infrastructure construction in the industrial park, to offer all-round facilities, and create favorable conditions for the location of fluorochemical enterprises, to further draw in enterprises quickly


2. Lead the fluorite resources to the industrial park, to guarantee the supply of raw materials to the enterprises in the park, give full play to the synergistic effect of fluorochemical business cluster, and build the park with complete industry chain, full product category, and integration of output and R&D.
